My Take

Flueger is the kind of actor who sneaks up on you. I knew him first from The 4400, where he was solid but easy to overlook, and then Chicago P.D. let him grow Ruzek from a cocky rookie into one of the most emotionally legible characters in the One Chicago universe. He plays guilt and loyalty really well, and the long-running Ruzek-Burgess relationship arc only works because he commits to the vulnerability. He's not a flashy movie star, and I think that's exactly why his ensemble work lands; he serves the scene rather than himself, which is rarer than it sounds.
