Masakatsu Koike

Masakatsu Koike is the kind of figure who embodies that classic postwar Japanese meritocracy arc — born in Itabashi, Tokyo, in 1952, and grinding his way up to Tokyo University, which in Japan is basically the golden ticket to any elite career you want. Politicians who operate more in the bureaucratic or legislative machinery than on the nightly news tend to get overlooked, but they're often the ones actually drafting the fine print that shapes policy for decades. From the Ministry of Construction to three terms as mayor of Tokushima and a seat in the House of Councillors, the Itabashi-kid-to-Todai-to-politics pipeline is genuinely a compelling story. Quietly consequential, I'd guess.
