My Take
Manuel Valls is one of the more restless political figures I've followed. A Spanish-born Frenchman who rose to Prime Minister under Hollande, then left to run for mayor of Barcelona, then circled back into French government, he doesn't fit any tidy national box. I read him as a centrist hardliner, tough on security, impatient with his own party's left, which won him admirers and a lot of enemies.
