My Take
Jerry Zucker, as a third of the ZAZ team, helped invent a whole comedic grammar. Airplane! and Top Secret! built their laughs on relentless deadpan absurdity, and the discipline required to play idiocy with a straight face is, to me, a genuine art. Spinning Police Squad! into the eventual Naked Gun franchise only confirms how fertile that sensibility was. I respect that the Writers Guild and Mainichi awards recognized comedy as craft rather than accident. Zucker is essentially an inventor of jokes at industrial scale, and I hold that kind of relentless, structured silliness in high regard.
