It was common during the 1950s and 1960s for networks, program sponsors and studios to use either advertising or public relations agencies to distribute publicity materials on their behalf. This was distributed by the Bureau of Industrial Service, which was a division of ad agency Young & Rubicam. This service appeared to have been used frequently for this purpose by those in the television industry at that time. / Public domain (source: Wikimedia Commons)
My Take
To me, Tom Bosley is the quiet engine of warmth that made Happy Days feel like home. It's easy to forget that the kindly Mr. Cunningham was played by a genuine stage heavyweight, a Tony winner whose timing and ease came from real craft, not luck. What I admire most is his comfort in the supporting role: he never grasped for the spotlight, he made everyone around him better, and audiences trusted him instantly. A Chicago kid who served and trained seriously, he had a grounded gravity you can't fake. The best character actors do exactly this, and I respect him deeply for it.
